Mission Statement

The mission of the Maryville Housing Authority is to provide a quality living environment for the qualified families of this community that is affordable and safe while promoting opportunities for economic development and family self-sufficiency without discrimination.

Chartered through the state of Tennessee in 1961, the Maryville Housing Authority is a non-profit agency governed by a five-member Board of Directors who the City Mayor of Maryville appoints. The day-to-day operations are managed by the executive director and a staff of 23.

Julie Sharpe

Executive Director
A native of Blount County, Executive Director Julie Sharpe has worked for nearly 20 years with the Maryville Housing Authority. Julie is a certified Professional in Occupancy for Multifamily and Public Housing and received certification through Rutgers University for Executive Directors. She is the President of Maryville Towers and Maryville Housing
Development Corporation.

Julie has two children and four grandchildren who live in Blount County as well. During her free time, you can find Julie with her husband hiking or biking in the mountains and cheering on the Braves and the Vols. “I take great pride in the privilege I have been given to serve Blount County. As Executive Director, I will ensure the Authority provides decent, safe, affordable housing within the community. Over the next few years, and with the assistance of the MHA Board of Directors, we hope to increase affordable housing within our community.”

Cecilia Blair

Cecilia Blair

Housing Operations Manager
With more than a decade of service working with the Maryville Housing Authority, Cecilia Blair has worked in various roles before taking on the responsibilities of Housing Operations Manager. She is Vice-President of Maryville Towers and Maryville Housing Development Corporation

Cecilia, a California native, began her career with MHA working in the maintenance department before transitioning to the property manager role at Maryville Towers. Over the years, she advanced to different positions that gave her the integral tools needed to be successful as the Housing Operations Manager. She holds a certification as a Professional in Occupancy in Multifamily and Public Housing.

When she’s not working, she enjoys motorcycle riding and time at the lake.

Carolyn Gilbert

Carolyn Gilbert

Chief Financial Officer
Carolyn has a bachelor's in psychology from the University of Tennessee, Knoxville, and a bachelor's in accounting from Wilmington University in Delaware. She earned her CPA license in 2015. She has over 12 years of accounting experience, with a focus on affordable housing. Before joining Maryville Housing Authority as CFO, Carolyn served as controller for two Knoxville Property Management and Development companies specializing in Affordable Housing/LIHTC properties.

A graduate of Bearden High School, Carolyn lives in Knoxville with her three wild and lovable dogs.
